Click Administrator Control Panel (Its on the buttom) --> Click Display --> Click Choose theme or Color.

Like I said before; shouldn't you just make a file and keep some of the bg's in that file on your computer? Because then when this board starts to get busy with more staff, more of them might wanna change the bg. So I think you should make a bg request section..?
